## Research question

How much valuable work is blocked by capacity constraints?

## Method

A behaviour-anchored survey of Nordic decision-makers measures requested and delivered briefs, lead times and blocked initiatives.
Sample: Target: 150–200 responses per country. Headline findings require at least 100 responses.

## Limitations
- Based on self-reported data.
- Small subgroups are not published.
